The COVID-19 pandemic has created challenges and affected daily life around the world. Restrictions continue to be in place, in Canada and elsewhere, that prevent many people from travelling internationally.

Immigration, Refugees and Citizenship Canada recognizes that restrictions have had an impact on applicants seeking a high-quality educational experience in Canada. Throughout the pandemic, IRCC has taken measures to provide flexibility to international students.

As a study permit applicant, you may have also been affected by office closures that prevented you from providing police certificates, immigration medical examinations or biometrics when you submitted your application.

On July 14, 2020, we introduced two-stage processing for study permit applications. This temporary process provides reassurance to you.

At this time, there is nothing for you to do. Your application is still in progress.

With the two-step process, applicants who pass an initial eligibility assessment will be notified via their online IRCC account (MyAccount). As services begin to re-open, applicants will be able to submit missing information, if necessary, for their admissibility assessment, at which time officers will finalize the application process. For more information on study permits and what is assessed at each stage, please visit our website.

First-stage approval doesn’t guarantee that we’ll eventually approve your application. However, when a study permit application is refused, it is due to eligibility factors in most cases.

This two-stage process will only apply to study permit applications submitted by September 15, 2020. Our goal is to provide first-stage assessment for all study permit applications that have been submitted in time for the fall semester.

Once an applicant is fully approved for a study permit, they will be ready to travel to Canada when travel restrictions are lifted.

Yes... yes, they will.. when a candidate fails eligibility review, he/she receives a rejection and doesn’t even get first stage Approval...

Read it again... it clearifies what the first and second stage is about... And Its referring to those who have gotten their AIP
they are saying that even after AIP study permit will be refused.And they say in the next sentence that most study permit are refused due to eligibility reasons,viz.the eligibility reasons that we passed during AIP.

Before AIP was given an initial Eligibility test was conducted... you passed the test and you were given an AIP... You would not fail the test a second time around... The AIP serves as a reassurance... They said in most cases people get refusals because of Eligibility reasons... So if your eligibility is good, you’re almost there... what should matter now is your PCC, medicals and maybe other background checks, like been a spy...

It means you have passed the first stage of the eligibility assessment, but not the second one yet. My guess is that in the first stage, they look at your application from the outside and make a general assessment on it, and in the second stage, they look deeper into your application and assess it more thoroughly and ultimately issue the final decision.

Imo, It’s a grey area... let me explain... in first stage they test for eligibility. If you’re okay, they give AIP... But they’ll still put “checking your eligibility” on your Online account because things could change... Many things could change in your Eligibility, including your financial standing... I believe during second stage they will just breeze through eligibility again just to make sure you’re still good to go... And then do the stage 2 process before they’ll give final approval... I’ve seen cases on here where people are asked to submit recent Statement of account... They probably want to verify if your financial standing is still ...

But i ve also heard that after stage 1 approval its very rare your visa gets refused views on that?

Yea, its very rare... But it’s still very possible... Like they said, first stage approval doesn’t guarantee we’ll approve your application...So there’s a possibility it could be refused, although slim...And it mostly rests on your eligibility... which I believe they’ll still go and preview later...
