For those who applied and got approval/refusal, does the status change in MyCIC? What about medicals, is the status also changed?
Its been 4 weeks and still no change in anything.

Nothing changes in CIC. They just email you if you are wanted for medicals or passport submission.

I am currently working in Canada on a 1 year Holiday working visa. I am trying to apply for my second visa to extend my stay. When I go through the 'Come to Canada' questionnaire it says I pass but am eligible to study in Canada. Should I procede?

If it says you are passed and get a document checklist number you are eligible.
