For people who applied after Sep 15, what happens if we don't receive our application decision before the winter semester starts?

I am just curious. What happens to people who applied after September 15, 2020, if they don't receive their student permits before the winter semester starts? Do we need to apply for deferral from our school and send it to IRCC?
