Yeah, it's confusing. To be eligible, you must have:

- No family in Canada
- No living parents anywhere in the world
- No relatives who are Canadian PR/citizen, anywhere in the world
 
Otherwise, you could sponsor your niece if she is under 18, an orphan and is related to you by blood.
Option 1: orphaned close relatives
You can sponsor close relatives only if they meet all conditions. This means they must be:

  • orphaned
  • under 18
  • without a:
    • spouse
    • conjugal partner
    • common-law partner
  • related to you by blood or adoption, such as:
    • brothers or sisters
    • nephews or nieces
    • grandchildren

This is all true. I didn't see you had created a different thread about eligibility to sponsor her, sorry to make you go through all those details again!
 
Can I just ask one more question: this forum is for people who exchange information based on their experiences with these issues? Is there anyone here who is actually more involved, as a lawyer or an advocate with long standing experience, etc? How do we evaluate our advices?

Lawyers and advocates will generally charge you for their time. You have to evaluate the advice by researching, reading the rules on CIC's website, and then deciding what you think is reasonable. If you feel like you need professional advice, you should pay for professional advice. If you seek professional advice, ensure that they are licensed and certified to provide it.
 
It only means I have to do all the homework I can to make sure I understand all the rules properly. There is obviously room for interpretation of certain issues, so I have to be prepared for every interpretation that may come.
