Sure why not if your friend qualifies and can show any course chosen is relevant to existing qualifications or work experience , makes sense on returning to home country and most important of all can pay international fees.
Just because someone has been refused a visit visa does not exclude them from applying for anything else but they must make sure they declare any refusals not just for Canada but any other country
