Flagpoling with entering US

Hey guys,

I flew into Motreal this week from Ireland via Toronto. I had the "work" box ticked in the immigration form and my POE letter in hand when I was passing through immigration. The immigration officer did not however give me my work permit (as an Irish citzen I do not need a visa to enter Canada). In my navitiy/stupidity I did not question this and assumed that I would get my WP in Montreal once I landed.

I now know you can only get a WP upon entering Canada. My question is regarding flag poling/entering the US and the adimistrive refusal.

As an Irish citizen I am entitled to enter the US without a visa (Visa Waiver Program). So my question is if I am to travel to the US border I am better off entering the US for a few hours and then returning to Canada and getting my WP on the way or flagpoling and getting the refusal letter?

It honestly doesn't matter one way or another whether you actually go into the US for a few hours or just flagpole. It is all personal preference.
