Flagpoling in Niagara on foot? Is it 24/7?

I need to flagpole on Niagara. I don't drive and i will be doing it alone so can i just walk over on foot?
Also, recently i read that the rainbow bridge is not open 24/7. Is this true? If yes then what are the timings?

I think you can flagpole on foot. They are called travellers. But let someone with experience comment on this.
