Just two questions, for a flagpole for an open work permit for my partner, can we go any border service agency ?

Does my partner need insurance too for an open work permit ?

no insurance needed, your partner could apply for provincial insurance card (p. e. carte maladie au québec) after permit granted

Flagpole anywhere except at Southern Ontario US/Canada border on a Friday/Saturday/Sunday/Monday. They are only accepting flagpole applications Tuesday/Wednesday/Thursday, plenty of posts on here sharing this experience
