Five-year sponsorship bar short question please help

Hello,
My friend was sponsored and became PR 3 years ago in (2012). Unfortunately two years ago her sponsor has passed away , but now she find new love can she be a sponsor or not ? Or she needs wait 5 years...?

Unfortunately the 5 year rule does apply to her and she needs to wait five years from the time she landed before she can sponsor her new partner.
