Finding work without Visa

Guys

I'm applying for jobs online with a view to work/live permanemtly in Canada but am not having much luck.

I've had three replies from agencies saying they wont put my CV forward until I have a visa, but I cant get a visa without a job offer. Talk about catch 22.

Can anyone advise where I should go from here? I am seeking a computer technician role, noc2282.

Canadian employers are bit conservative in selecting an applicant who is not in Canada and/ or not having PR/ Work Permit unless they are unable to find the appropriate employee in the local market.

Yes, Its always tricky to apply from abroad to any contry.
