Can someone know if it's real, that employers don't want to pick people straight from the Philippines? I mean they can give job offer for a successful job application for a Filipino but not direct from Philippines? They want them from other countries? Thank You!

It depends on the employer. However, local Canadians will be considered for the job first.

The biggest issue for employers is that people be already able to work in Canada. Going through the WP process is long and expensive with no guarantees so employers will usually only go through the process if they can’t find anyone to employ in Canada or they need really specialized skills. If you have been applying to jobs in Canada you are unlikely to hear back if you are applying from abroad or else you may be asked if you are legally able to work in Canada. Watch out for agencies who recruit people in the Philippines for jobs in Canada. Unfortunately many are not concerned about the employees and are only focused on making money. Some use the fact that they have a similar background to gain the trust of people wanting to work in Canada.
