When I was going to go through the process of a permanent resident status previously we used a place up in Canada. There seemed to be a handful of places you could go to. However, I am now down n Virginia (Virginia Beach) and am having a hard time finding a place to do my FBI fingerprints. Even the website for the police station states:

Fingerprint cards for non-criminal or employment reasons are provided to the public for a fee of $10.00 for the first card and $5.00 for each additional card. This service is not available for immigration and naturalization purposes.

Anyone have any suggestions?

Try either local police in another jurisdiction or the nearest UPS store
 
Agree with PMM. Also, you might try the local prison in-take facility.
 
We had some trouble in LA. Police didn't do ink anymore.

Yellow pages had quite a few listing. Lots of the places also specialized in immigration etc.
 
There are many private companies that do FBI fingerprinting. Some requires appt but some don't. You probably end up paying more than the local police stations though.
