Finding Jop after application

I am planning to apply for PR next month and i appreciate if some one give me answer of these questions

1- I am resident in Japan and have Egyptian citizenship. which is better to apply in Manila office or in Cairo office.

2- If I got a job offer during the processing time will this speed up my application or not?
