FINALLY, clarification on Channeler reports

I was looking around on the CIC site and happened to notice that CIC has finally made an official note that Channeler, or as they referred to it, FBI-approved third party reports, are not accepted.

"Note: Citizenship and Immigration Canada does not accept FBI police certificates issued by FBI-approved third party private companies. Only police certificates issued directly by the FBI will be accepted."

I know a few months ago I questioned this and was given a lot of clarification about it, but remained confused as to why CIC wouldn't come out and say they weren't approved. The FBI (CJIS) also told me CIC was starting to accept channeler reports due to the delay :-\ Now we have 100% confirmation, NO CHANNELER REPORTS

Option 1: You must fill out the applicant information form and obtain a set of your fingerprints.

Option 2: You may submit the application to an FBI-approved channeler; a private company contracted to provide the certificate on behalf of the FBI. Processing times may vary. Please check the FBI website for a list of approved channelers.

WOW, when did that change? This is spectacular news! I'm pleased that CIC finally recognized there is a problem. It sounds like you can use a third party channeler now to get reports.
