we receive a letter by the VO with a final 45 days delay request for documents.They said after that they will make a final review of the application of my wife( she is from the Philippines with a permanent resident request) We sent all documents and the final delay has begun on july 7,2011. How long can take to receive the decision from the VO? Is it 45 business days or 45 normal days(saturdays and sundays included)? thanks.

The VO might have set the BF date for review, calculating 45 normal days on your wife's file. But it does not mean that there could be a final decision on that review date. Therefore any decision taken by the VO can be expected from now on, but do not consider that the days what VO says could be exact!.
 
but in the letter from the VO they said a final decision of your application will be made based on the files available after the delay.
 
Yes, but the decision will not be made in one day, usually. They can still do background checks, which can take months. Sometimes they are done quickly, though.
