Filling the application - Dependant section

Hi,

I have two kids to be included in my application. They have asked weather they can communicate in English. Our native language is not English.
My elder son who is 5 yrs can speak English. but daughter is just 2 yrs and she's just learning to speak. What should I mention there. Shall I put NO for her and YES for the son.

But they have just provided tick boxes to indicate the language ability for English and french - No space to write any thing there.

Is it OK to tick - NO for the daughter who's just 2 yrs

Ruka say no for your daughter.

My daughter is three years old and can understand English and can speak little in English but as English is is not our first language I have checked no for her.
