Filipino with Canada working visa allowed to get married before entering the country?

My boyfriend just got his working visa in Saskatchewan Canada. We’re planning to get married since last year but we afraid that maybe it will affects his application. We’re more that 4 years now, he already apply his application for Canada before we met. I’m here in Dubai now and his still in Philippines, most probably by July he will be in Canada.

I just want to ask advise if he allowed to get married before he will enter in Canada?
