I have my package completed ready to send to immigration. We live on a border town and both my husband and I work in the US, but we live in Canada. I am filing for PR for my spouse. My question is what is going to happen? Will they still let him cross to come home once the paper work is filed? Do I need to file within Canada or outside Canada? Do I need to file another visitor record? Will this give him some status?
Sorry for all the questions. Just concerned, and can't seem to get ahold of an immigration officer to confirm these answers.

I would search a link to an American thread on here and repost your question.

You need to file an outland application if he's leaving Canada that frequently. No - the application won't give him status in Canada. He'll still just be a visitor and will be reassessed as a visitor each time he re-enters the country (which means there's always some chance of refusal - especially with frequent entries).
