No - it doesn't necessarily mean that. It depends which option you checked on the application. If you told IRCC to continue processing the application even if the sponsor wasn't approved, then the file could be transferred without sponsor approval.

As said above, it depends on what option you selected in your application. It's entirely possible to be transferred without sponsorship being accepted.
