"File brought forward"?

What does "Valid COPR and PRV: In an effort to reduce the number of cancelled COPRs and PRVs, a note should be placed in the file explaining that the applicant is unable to travel, and the file should be brought forward to the expiration date of the COPR and PRV" mean, especially the phrase "brought forward"?

brought forward or bring forward (BF) means that they put the file to sleep for a while because they are waiting for something - clearance, certificate, medical, etc., with a notation in the database to bring the file forward (wake it up and remind the officer) to see if the document has arrived etc. If not, it goes back to sleep.

essentially you will only get a copr extension when you can show you have booked a flight.
