Fiance Cannot get passport (and come to Canada) due to child support owed

My fiance who is american can't seem to come to canada even to visit with me. I would like him to move there. Right now I'm canadian living in the US for 9 years.
The problem is he has a child from a previous marriage and owes but is paying child support. He is being denied a passport. Is there any way around this or do I have to stay in the US with him forever? It's too much to pay off all at once :(
 
To move to Canada he would have to apply for PR. To apply for PR he needs a passport - it's mandatory and there's no way around this requirement.

He can visit (not move to) Canada if he travels by land (car, bus) with an enhanced drivers license. But he can't fly.

So the short answer is that you're stuck in the US until he can pay off the child support he owes and qualify for a passport.

Thanks for your answer, it's pretty much what I found out he was also told he could apply for a job and get a letter from a company that says they will hire him and withhold the child support every month and that would enable him to get a passport.
So is it all provinces we can enter by land or just BC? I thought that changed in 2011/2012 but then someone else told me WA state residents were able to cross land borders to BC without passports (via car/bus)
 
My bad. I was thinking of the old rules and the passport is now mandatory.

haha..yeah that's what I remembered my parents or one of my sisters saying..they all live in canada so obviously I am really wanting to get back there..
so..to quote: If you are a U.S. citizen, ensure you carry proof of citizenship such as a passport, birth certificate, a certificate of citizenship or naturalization, a U.S. Permanent Resident Card, or a Certificate of Indian Status along with photo identification.

I read it as "if you have a birth certificate AND photo ID you could technically drive over" maybe I'm misinterpreting VERY familiar with US immigration since I have a green card but thanks all you people that are familiar with Canadian :)
 
At http://www.dhs.gov/crossing-us-borders you'll see what he'd need to re-enter the US:

•U.S. citizens entering the United States at sea or land ports of entry are required to have documents that comply with the Western Hemisphere Travel Initiative (WHTI), most commonly a U.S. passport, a passport card, a trusted traveler card such as NEXUS, SENTRI or FAST, or an enhanced driver's license.

Thank you for that info.

I know some people have gotten around the child support problem but not sure how.It is a bit much to even fathom paying off soon so I figure someone has figured out the way to get past this issue. Neither of us ever heard about it before he tried to get a passport and was denied.
