I am applying outland Family Class (common-law), and I am confused about the fees.

With my initial application, am I right in assuming they require receipt for payment of the Sponsorship Fee (75), plus payment of the Principal Applicant Fee (475)?

Are these both to be paid to CIC?

At what point do I pay the Right of Permanent Residence Fee?

You must pay all three, the total (IIRC) is $1040. You should pay it all up front if you can as this generally means your application will be a few weeks quicker as CIC won't have to wait for you to pay the RPRF after your application is processed.
 
If you can, pay it all at once. If you don't pay the right of permanent residence fee right now, they'll request it later down the road.
 
Pay all three upfront. Your total is 1040$. This will avoid delays.
