i think you need to first register and then you can pay fee. you can pay 1st sem fee before your course starting date..

Durham college, but I was just wondering what is the deadline to pay fees. Let's say I received the acceptance letter for September 2015, so I would have to pay now or closer to the date of the beginning of the semester?

final dates should be mentioned on your offer letter or you should ask your university for fees deadlines
