Here is a situation:

CIC considers minimum 15hrs/week of classes as full time study, but everyone who has studied in Canada knows that applies mostly to undergrad studies. Most grad students will be considered full time if they are in class for 6hrs/week.
So, for the purpose of immigration, which should apply? 15hrs/week as full time or 6hrs/week as full time?

As long as you have Bachelors or Masters its fine. There are no hours as such for Education (only applies to work).

15 hrs per week is part time
30 hrs per week is full time

Ok, to be clear:
If I have a 6hrs/week class and my school considers me as full time, what will I answer if CIC as me if I am studying full time based on their definition of 15hrs/week classes?

As far as I know the Express Entry system only allows a person to list completed degrees. I don't think part-completed degrees can be listed.

Under Express Entry-Education section there does exist dropdown to select Full Time/Part time. Though I also believe that does not matter, what matter is the status of your work.

Encore- If you have seen the definition of full time=15hrs/week classes on CIC website, then I believe you should put down part time in your education section.

International students are required to be full time in canada in order to qualify for a pgwp. If your school says you are full time, I believe that's what matters. I think you should put full-time.

I get your point. But consider this: What will one do in the case of work hours if your employer consider full time work to be 40hours while CIC considers full time work to be 30 hours?
My understanding is that many people defer towards the CIC rule and we have seen cases were people may even get the required hours in shorter time especially for FSWP. So, we can say someone does not necessarily have to work 1year under FSWP because all you need to prove is that you have worked a cumulative 1560 hours, even if that was achieved by working 40hrs/week. Can that not be the same in this case.
I agree that CIC considers full time to be based on the school rules, but the schools will tell you they stipulate those rules only for the purpose of registration, fee assessment and maybe scholarship requirements and they are generally silent on whether it applies in this sort of situation.
Its just about creating an understanding of the intricacies in these forms and these questions.
More dialogue is welcome by all means.

This is wrong and your understanding of full time work experience is incorrect. You need to meet the 1560 hour requirement and also have worked a full year to count it as a one year of work experience. If you work more than 30 hours per week, you cannot carry the extra hours over into another week. It doesn't matter if you worked 30 hours in a week or 40 hour or 90 hours - it still only counts as one week of experience for Canadian immigration purposes.

So, even for FSWP, you must work for 12months as it were for full time work? And 24months for part time work? IS that the clarification?

That is correct. Whether its CEC. FSW or FST you must work the following to complete 1 year of service:

Full time: (52 weeks * 30 hrs per week)
Part time: (104 weeks * 15 hrs per week)

Part time work can be any number of hours (not restricted to 15 hours/week) but they can add up only to a maximum of 30 hours/week.

For example, if one had 2 simultaneous part time jobs of 20 hours/week and 10 hours/week for 52 weeks that would be equivalent of 1 year of full-time work experience.

If one had 3 simultaneous part time jobs of 7 hours/week, 14 hours/week and 21 hours/week for 52 weeks, that would be more than 1560 hours overall (2184 hours) but one would still get credit for 1 year of full-time equivalent work experience only.

I like the use of scenarios. Good one. But let me make another scenario: a person working part time for only 20hrs/week. Does he/she have to work 78 weeks (1560/20) or would it be 20hrs week for 104 weeks? In essence, which one is the priority for CIC, is it the work duration of 52weeks (full time) and 105 (part time) or the work hours of 1560?

Both.

At 20 hours/week, the person would've to work 78 weeks to claim 1 year of full-time equivalent work experience.
