fee refund

Hello Everybody, I have a question regarding fee for sponsoring parents.

I would like to sponsor my parents, but as the waiting time is anywhere from 4 -6 years for India, I am not sure if I would staying in canada that long. I read in the application that if we with draw the application before it gets to india(which is now about 3 years after we submit the application), we would get the fee back except the $75.00 application fee.

I just what to confirm if this is correct.

yes as long as your file has not started processing in India. If you cancel your application you also have to request that your PR fee be returned to you. It will take about 4 to 6 weeks to get your fee back

So if I understand well,


They receive the package (still possible to get a refund)
They open the package (still possible to get a refund)
40 days later(average) they process it (still possible to get a refund)
Approved and send to the visa office (still possible to get a refund)


After that it's not possible to can't get a refund or there's a delay between the time they received and they start processing...? I'm sure there's one but where can I find that since they only display the total processing time?

Basically I have planned that I will apply for my parent in next month and if I plan to leave canada before it gets to India, I will request for refund.
