I applied for Federal Skilled Worker program in 2014 and I recently got my GCMS notes. The rejection letter from CIO says that I have not provided sufficient evidence that I performed the actions described in the lead statement for the occupation and performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC 1224.
Can any body make some analysis and comments? I don't quite understand why they say I don't meet the occupation job descriptions.

As Property Administrator, her key duties included:
Keep the property environment beautiful and safe, such as trash collection, garden maintenances, public security of the residential area and assist house owners in contacting water, electricity and heating services;
Coordinate and manage the public facilities, including street lights, sports facilities, bulletin board, etc. to ensure safe usage and avoid damage;
Complete daily patrol record, ensure the building structure is in good condition and neat appearance;
Supervise, record and administrate the daily work of the employees, such as gardeners, sanitation workers, security guards, and electricians, etc., and evaluate and appraise their performance;
Coordinate and monitor the building maintenance work, such as exterior wall and indoor corridor wall paint, etc.;
Contact with tenants regularly to ask for payment of dues, including property management, waste disposal, etc. and help tenants pay telephone, broadband and various business services fees;
Draft, update and manage the documentation and data of the residents and the facilities provided in the residential complex;
Receive, record and deal with the daily request from the residents and ensure that their requests are satisfied;
Provide the sales department with information of the properties available rental and property related services to clients for house renting and selling;
Plan and manage social and cultural activities, such as holding photography contest, painting competition and sports activities, etc.;
Assist the property management in conducting satisfaction surveys among the residents and register the results, etc.
