Hi everybody,

I would like to get some advice on how I should proceed my EE.
I am a 36 years old female working abroad. I am single and doesn't have any dependent.
I have over 10 years experience as a finance manager, my CLB is at level 7 but I'm going to rewrite the test hoping to get CLB Level of 9. I have BBA degree from abroad doesn't have any Canadian experience nor education from Canada. I have always wanted to move to Toronto through EE, however, from what I have calculated, my CRS score is lower than the recent cutoff score. I am also applying master's program in Toronto at the same time hoping that it will boost up my CRS score upon the completion of the master's degree.
Do you think that I should focusing on getting into school to aim for PR?
Would finishing Master's program increase the probability of me getting the PR?
Please advise,

What tests have you taken? If you get CLB9 or more in your first language, you'll get a serious boost of points for language proficiency. See where that takes you in terms of CRS points.
Do you have some French for you to able to take the TEF test?

If none of this works, yes you can get a Masters degree and then work there with a closed or open work permit. Once you have 1 year of experience there, you'll be eligible for CEC stream. But do a CRS simulation to see what points you could have by then at that age.

I have taken IELTS. I was also wondering in order to get NOI from Ontario government does this only apply to the people who actually living in Ontario? or does Ontario government pulls out potential candidate in the EE pool to assess if they want to issue NOI?

Do a simulation with higher IELTS scores, and see if that boosts you up.

In order to get OINP, you need to meet the eligibility for at least one Ontario PNP stream, AND have an eligible express entry profile (i.e be in the pool). There are multiple streams depending on your situation, but not all of them are for applicants who live/lived in Ontario. Check this link that lists streams, and see which one you can be eligible for:

There is a set number of NOIs they send out every once in a while to applicants already in the pool if they meet eligibility criteria for one of their streams, and if you get one, you apply for OINP. If you're accepted, you then have your PNP along with +600 points in your CRS.

You don't have to be in Ontario to get their NOI. The province selects from people who are in the EE pool who have over 400 points. In some rare cases, they have selected a few people just under 400 points but their criteria for this is not known. All the best.
