Hi everyone,
I just came across this info which I assume is important for all who have applied under FSW under the new rules. I personally had doubts about what date must be considered as the reference to determine the validity of your documents such as IELTS report or police certificates. Here it is quoted from CIC website and the link as well:

Lock-in date
The lock-in date will be the date that the application is received at the CIO (occupations on the list) or at the visa office (AEOs, Temporary Foreign Workers and International Students).
