Federal court or ircc which one usually decision came first ???

Any idea regarding finalizing case from federal court and ircc H&C decision makers which one will come first ?
Both cases are H&C requests
But the thing is new H&C claim been in process and submitted even before filing for Leave and judicial review at federal court, so which one will come first as a decision?
Like this ;-
1- New H&C claim submitted and confirmed in proses as showing on eCAS. " in process "
2- then shortly after few months filled out for JR for previous H&C declined.
Is FIFO system applying for this case ?

Two different department, how can FIFO apply in this situation? One application with IRCC, Another Application with Federal Court. To answer your question, No one can speculate which one come first.

Sometimes H&C is put on hold to see the outcome of JR. Tough to say.

However both departments are federal regulatory bodies should have some sort of link to make workload more efficient and some kind of communication

Would make sense for IRCC to be efficient and only process one application at a time but gvt doesn’t always make sense. Traditionally IRCC used to wait for JR to be decided first.
