Federal application rejected

Hello All,
Could you please advise if i can re-appeal for the federal express entry PR rejection. I was rejected stating that i did not provide sufficient documents for my intent to move out of quebec. I do have a letter from my employer who is ready to move me to a different work location from quebec to ontario.
Can i re-appeal to my same application.?

You should have transferred while your PR was processing.

I was planned or scheduled to move after my kids current year school closure. infact my company was preparing me to move to toronto post september. unfortunately the immigration officer decided to reject my application without asking for evidence
