Feb 2021- ICT-WP Application- NOC B -Delayed and need advise

My employer had filed ICT-WP Application NOC B (Work Permit) on Feb 2021 and the approval is delayed for now 9 months on the timeline. Multiple webforms have been filed but no luck! The status is still as processing, Is it a good idea to withdraw the application and refile it ? Looking for some advise here, how should I proceed on this application, is it worthwhile to wait patiently for sometime but how long now? Please advise.
