You cannot sponsor your brother through family class. In order to sponsor him you cannot have a spouse or children, parents or other family in Canada. Based on your previous posts - one or both of your parents are still alive. This means you can't sponsor your brother.
If your brother wishes to immigrate to Canada he will have to qualify on his own through an immigration class like skilled worker.
