FBI PCC-USA. How to mail the documents?

Anyone who has applied for FBI PCC please suggest how to mail the documents. The FBI website says below.

Self-addressed envelopes will not be accepted. This includes pre-paid Priority Mail, FedEx account numbers, United Parcel Service, etc., foreign postage coupons, and requests to forward correspondence to the Department of State for the apostille process.

What does it mean? also, do we need to pay for return postage?
 
"Your results will be provided on standard white paper and returned to you by First-Class Mail via the U.S. Postal Service."
 
So it doesnt matter how I mail my documents? I am confused as it says "Self-addressed envelopes will not be accepted. I am planning to mail the documents via fedex.
 
since FBI report sending is an automated process ( printing and placing report into envelope with address) , they are not accepting any self addressed envelope to send back the certificate to you.. ( no human is picking envelope to place your report :) ).

However, you can send them using standard mail, fedex etc..

You can send the documents by USPS.They send the report through USPS mail. No need to provide return envelope for sending you back the report ...

Be sure to use a service with tracking number. In case your FBI PCC gets delayed, you will have proof that you sent a request to FBI.
