FBI fingerprint was rejected twice, what is the chance of asking CIC for extension?

Hi all,
I got immigration invitation from CIC on Feb, 2017. Since then, I submitted my fingerprint to FBI for a summary report. Unfortunately, today I knew that the second submission was rejected again due to poor ridge detail. CIC has already extended the deadline to the end of July for me to submit FBI summary. But it seems that CIC will also make decision regardless of whether I will have this document ready or not (as shown in below).

The above information/documents must be received within 60 days from the date of this correspondence. If this deadline is not met, your application will be assessed based on the information that was provided with your application and your application could be refused.

But it is obvious I cannot get the third fingerprint result at that time. I wonder whether I can ask cic for extension? what is the chance that CIC could approve? If they will make decision of immigration at the end of July, what is the chance that I will be rejected. To obtain FBI summary, what I should do? I am really upset. Any suggestions are very welcome.

Can you get your fingerprints taken at another police station? When I got mine done the officer was using an inkpad that was clearly super low on ink and I had to insist on having him use a new one, and I also asked to have 2 sets of prints done (they didn't even charge extra). I have a feeling that some officers don't realize the prints have to be done perfectly, so maybe you can try another place?

Thank you. When I sent the same fingerprint to Canada for noncriminal record, it goes very smoothly, and it only took a couple days. But it is a good idea to try multiple places to get fingerprints.
How do I contact with CIC, do you know contact information? Will they give me extension over the phone?

Can I ask when you requested an extension? Was it while submitting your e-APR?

No, they gave me extension when the first deadline was met.
Now I wonder whether they could give me another extension.

One suggestion if you finger prints are rejected. Try getting "Corn Husker Hand Lotion" from Amazon and apply it to your hands before getting fingerprinted....this improves the quality of the fingerprints a lot. I am hopeful that my fingerprints will get through this time...There can be more lotions/ridgebuilder available in the market which i might not be aware about but i tried corn husker lotion and it really helped....the difference in the finger prints was evident.

I have a question as well. Does anyone know how to communicate with CIC in case we have questions related to anything while our PR application is in progress. I know one way is to submit the Letter of Explanation while submitting the documents in the PR application, but just wanted to check if that is the only way or if CIC provides any other channel for communications too.
