I have tried to find definite answers on this question, but failed. I hope to find clarity here. The FBI clearance is a definite necessity for US citizens. Is that right? How about the state clearances? Are they required? Or should I wait and see if they are requested? Thanks!

Wait until state clearances are requested.

Just as a clarification for others reading ur post:
FBI clearance is required for everyone who has lived in US at some point after their 18th B'Day. It is not specific to US citizens. State clearance is usually required only from the US citizens, not during the initial application, but if there is a request for it from the canadian consulate.
 
From my own experience, my husband is a US Citizen (so maybe that's why he had to) and he had to provide police background checks for every state in which he's lived in for more than 6 months, so that's Federal PLUS states for 6 months or longer.

I suggest that you wait until requested. I did Federal and no state request. However, things change with time. Let's wait and see.
