fasted way to come to canada

hi
i recently got maried and i want to apply for my spouse who is in India

my questions are

1- should i just apply for her as sponsor and wait as on website it says it can take up to 13 months from india.

2- should she apply for tourist visa and then when she is here we apply for her permanent resident as spouse from canada?

3- any other way if you think is quicker that i can use

i will appreciate any help
