Family reunion with Temporary worker

Hello all
My husband is a temporary foreign worker in canada
Me and my kids got our visa and apply for authorization letters on june 7 from ircc to reunite with him
Till now no answer is this normal?
What should we do?
Is it fair that americans can travel to canada for tourism and fun starting 7 august and the families are still waiting for letters from ircc to live a normal family life?

You can travel as of September 7th without authorization.

While I know it seems unfair, Canada has a special relationship with the US so it was always expected that travel between the US and Canada would open sooner.
