Hi, if husband has availed PR already. And now he wants to get wife and children on PR. is it mandatory wife needs to appear IELTS for family PR ?

So the husband is PR already? If so he would have included his wife and children in his PR application and they would have completed the medicals and police certificates. No IELTS would have been required.
1. Does he have PR?
2. Did he include family in PR application?
3. If not, how did he get PR?
