I'm a US citizen wanting to emigrate to Canada with my wife. I have a son who's 21 and college student, but he doesn't want to go. Do I still have to include him in the application?

You can include him as a non accompanying dependent, he would have to do a medical but he doesn't have to go. Once he's 22, he's not a dependent anymore.
