If you want to apply as a skilled worker you will be able to immigrate with your family.
this type of application is conditioned on your or your partners job description.

If you want to apply for permanent residency, you will have to find an immigration program you qualify under. You can look at the different ones at http://www.cic.gc.ca/english/immigrate/index.asp

For many of them, you would need a job offer. If you find something you qualify under, you can apply for yourself as well as your partner and children.
