He can be sponsored as long as he is under 22 when the application is received and as long as he's unmarried / not common law.

Since his mother is still under sponsorship, he should have been included as an accompanying dependent in her application. Was he?
 
He is included but not as an accompanying since the mother is here in Canada and he is in Africa

This needs to be changed. Do that as soon as possible. Contact IRCC and tell them you want to change him to accompanying. If you don't do that now, he will age out and it will be too late to sponsor him later.

I don't understand your question.

The application to sponsor him must be complete and must be recieved by IRCC before he turns 22. In this case what needs to happen is to change him to an accompanying dependent in his mother's application. You cannot sponsor him directly.

If so, if he was included as non-accompanying, you must change that to accompanying. "Non-accompanying" will not get him the PR status.

All it does in this case is ensure that he will be eligible to be sponsored in future (simplifying a bit here). But declaring him unaccomapnying does not preserve his ability to be sponsored past the age of 21.

Since he can only be eligible for sponsorship by your spouse or on her current application as her dependent up to the age of 22, and he is 21 now, you should do this NOW.

I think it may help to understand - it may seem odd but you could have included him as accompanying in the first place, even if she is in Canada and he is abroad. (When approved, she'd do virtual landing in Canada and he'd submit passport for visa - it's a wee bit more cmplicated but not that uncommon).

And this will not be separate sponsorship but including him as dependent of the principal applicant (your spouse) in your current application.

If it's not clear, you might consider getting a lawyer to assist or requesting help eg of MP's office to make sure it's all received and done in time (with no mistakes).

Also matters that it be done correctly - if an application is returned for incompelteness or errors after he turns 22, applicant is no longer eligible.
