My daughter is a permanent resident in Canada, she's thinking of sponsoring us.Can her 21 year old sister be sponsored? What are the options,?

If your daughter is 21 at the time the application is submitted (specifically the date the application is recieved) then yes, you could include her as a your dependant, provided she isn’t married. If she hasn’t been selected in the 2018 draw, she will have to wait for the 2019 draw (January) and hope she is selected to sponsor you, so time may not be on your side.
