Hey Everyone, Its my first post and help would be greatly appreciated.

I am working on the out land, family class sponsorship, Foy my common-in-law. I am a Canadian citizen. Our situation is right now we are both living in canada, my common-in-law is here on a working holiday visa which will expire in June 2017. At that time we plan to leave Canada and reside in his home country of The Netherlands while the permanent resident visa application is being processed. Once the application is approved we will return to canada.

My question is at the time i submit the application i will be living in Canada, but probably will have to leave Canada while the application is still being reviewed. should i indicate that i will be living exclusively outside of Canada? or state that we live in Canada because that is true at the time we submit the application. (I am aware that if living outside of Canada I will have to provide evidence that We intend to return to Canada once the visa is approved)

Fill out the application with the information that is true at the time you will send it in. So say you are living in Canada. Unless you were planning to move only a few days after submitting the application, saying you live in Canada is correct.
The visa officer may ask for proof of your intent to return later on in the processing period, if he or she knows you are out of Canada. If you have a mailing address you can continue to use in Canada while you are out of the country (such as your parents), you can use that. If not, or if you want any correspondence to come to you directly, you can change your address later.

If you get your app submitted soon, it will most likely be either approved or close to being approved by June 2017.

If the app isn't approved by then, it would probably be far easier to simply apply to change your partner's status to visitor and wait it out in Canada.
