Family Class or Spousal Class?

I'm Canadian and married with a Japanese national and we have two Canadian children.

We currently living in Tokyo and would like to move to Canada soon. My wife would like to find a job as soon as we move or vice versa move as soon as she finds a job.

We live outside Canada so it seems she can't apply to get work permit yet, right? But if I select Family Class, doesn't that mean she wouldn't be able to find work while we're waiting for the PR?

Open Work Permit (OWP) can be included with inland spousal sponsorship application package.
