Facing difficulty in making express entry profile.

Highest Degree : Bachelors in Biomedical Engineering (Equivalent/attested by University of Toronto)
Age : 26/10/1991 - 27 years
Experience : 4 year plus in field service engineering
IELTS : 6.5 overall , 7.5 L,6 R,6 W, 6.5 S

i wanted to know , when i created my CIC express entry profile with these scores, it clearly says i am not eligible, but when i making it with ielts score CLB8 (just for checking) it says i am eligible for EE.

does the language criteria has been changed??
b/c if i have a profile only then i can apply for PNP or else.

It seems that you don't meet the minimum requirements for federal skilled workers which is 67 points. Check that and if it's the case, work on your IELTS score.
