Can an Express Entry applicant earn additional points for his/her uncle who is a permanent resident and living in Quebec?

If yes, how many points?

If by points you mean CRS points, then no, you only get CRS points for siblings.
If by points you meant FSW eligibility, then yes you can get 5 points towards the six selection factors criteria.
