If someone from India completes the Engineering degree in 4.5 years (4 years is usual), will the Visa be refused if applied to some college under SPP? Is there any rule?
(No more than 4 backlogs!)

Its not like that if you have more than 4 backs, your visa will ne refused. But it is sure that, the more are backs, the more are chances of rejection. And for SPP , if your are going upgrading your course i.e. PG or masters after Bachelors, than it is plus point for you.
For your case, if you have more backs and are frightened for that then do make a strong SOP/ letter of explanation and also try to put co-curriculars and any other achievements to make your file strong.
