Hello,

I am recent graduate of Bachelors of Engineering from an Ontario’s university. I have applied for PGWP and have a full time job offer in my field in Ontario.

If my employer agrees to issue LMI for my position, would I be able to get those extra 600 points for express entry? Also, is it necessary to have one year work experience to apply for permanent resident visa?

Yes - you will get 600 points if your employer can obtain an approved LMIA.

Yes - you need a minimum of one year of full time and paid work experience to apply. You are not eligible without one year of work experience.

You'll have to work for a year before qualifying for EE.

HOWEVER, the PNP program, Opportunities Ontario, has a specific program for recent graduates with a job offer -

Note that there's a cap on the number of applications, so if you decide to try it, you'll have to act quickly...

Thank you for your reply. I have looked into PNP program for international students and it requires the employer to fill Employer Pre-screen application form. Is it different than LMI? And does the employer has to pay anything?

It is different than the LMIA, but it does not cost the employer anything.

Just wondering if an applicant qualify for EE if they have 1yr or more experience outside Canada?
 
Thanks for the help. If I apply through "International Student with Job Offer Stream" and get nominated (approved), how can I apply for permanent resident visa? Also, what would be the processing time for permanent resident visa? It would be great if you can share the web link containing all information regarding it.

If nominated, you would receive the PNP confirmation of nomination which will help you get 600 points under EE, get an ITA at the next draw, submit necessary documentation and eventually get a PR. OOPNP aims to complete their process within 90 days from the receipt of application. CIC aims to process 80% of applications within 6 months. Most people who have gotten PR so far have a timeline of 8-12 weeks. You can calculate the processing time for your case accordingly.

Successful nominees must apply to CIC for Permanent Resident status within six (6) months of being nominated by OOPNP.”

So after getting “Letter of Nomination”, can I directly apply for Permanent Resident Status or does it have to go through Express Entry process first (getting an ITA)? If I have to go through EE, how long will it take to get ITA?

Express Entry is the umbrella program for economic class PR applicants from 1st Jan 2015. Imagine the EE as a highway to PR with FSWP, CEC, FSTP , PNP as various vehicles you could use to travel down that highway. Your nomination is the ticket to get on to that highway, you'll still have to go via EE.

I am aware that there are programs under every PNP which are strictly non-EE. Will they be processed through EE for just the CIC portions or will they continue in the same old tradition of pre-EE days? I'm afraid I don't know the answer to that yet.

That is my limited understanding of CIC's immigration overhaul. Open to criticism and corrections here.

Please correct me if I am wrong. Regarding the processing time for International student with job offer:

Pre-Screen Approval Application (applied by my employer) 90 days
PNP Application 90 days
Express Entry 30 days (if I get very lucky)
Permanent Resident Application 180 days (6 months)

So the total (max.) time for the whole process would be 13 months? Do I have to be working at the same job throughout this time?

That sounds about fine. I don't believe that there is any requirement to stay at the same job but it will be prudent to stay in the same province throughout the process. :)
