Express Entry using CEC based on an open work permit

Hi,

I am in Canada with an open work permit since my spouse has a study permit.
After 1 year of work, can I apply for Express Entry under the CEC Category, or can I only apply after my spouse's education is completed?

You can qualify under CEC once you have a full year of work experience in Canada.
