Hi all!

I am hoping for your advice. I just got a refusal from CIC with my Express Entry PR application. It says that I did not include one of the letters of employment for one of the roles that I stated- that seems to be true, but I did include the job offer and the paystubs for that position and was very confidant that the letter was include in the same PDF - clearly a human error.

My other letter for a different role did not seem to have enough details about my role and also was pointed out by the officer.

Do you think it is possible to me to submit the correct letters and try to re-open my application? all of this seems like a human error...

No, it's not an "error" if you didn't supply what was required. It's an error if you did supply these details but the officer didn't read them.

True!
But the job offer and all the paystubs were provided..I had the letter of employment ready and I have no idea how it did not get into the final PDF... Totally my fail and Im paying for it now.

Is it possible to try and get my application re-opened if I reach out to them with the missing documents as soon as possible? What might be my other options?

This is very unfortunate. Why did they request additional information if that is needed for the decision or call the employer if they have doubts..

Appealing generally requires a lawyer and evidence of a decision that is incompatible with the law. It's expensive and not guaranteed to work, especially in this case.

You could try to request reconsideration, but you have not disclosed any reason why you did not include the letters which are mandatory for the PR category, aside from thinking the letters were there. It's understandable, but it isn't a reason for the visa officer to show lenience for people who don't submit documents. You also haven't suggested there was an error on IRCC's part, which is generally necessary for reconsideration.

Imagine if you were applying for a tourist visa and forgot to include the copies of your passport; later on, when refused, you requested reconsideration because you forgot you haven't included the passport copy. How far should that go in being allowed?

Because it is your obligation to provide the required information when you apply. IRCC can't hold the hands of every application; there'd be no point in an application process if the visa officer was supposed to do all the work themselves.

100%! I understand all of that. I applied with 3 different roles, 2 roles were with the same company. I was advise that I create 3 different letter of employment to make sure it is very clear to CIC - which I did.

I even include the letter of explanation stated that the letter of employment is attached ( but again, it was not which is my fault and I have it all ready. )

Your application is not perfect. You didn't include a necessary document, and your application was correctly refused.

There's really no point trying to argue this with anyone. You have two options

1. Use the IRCC webform to plead your case and ask them to reopen the file. The chances of this happening are very slim, but I suppose it's not zero.

2. Re-enter the pool and go through the whole process again.

You can do both 1 & 2, nothing wrong with that.
